Emergency Alerts set to silent with no way to change

We've had several tornado warnings this past week and I'm not receiving the sound notification for them. I checked my settings and they are all allowed (with a loud sound notification) but you can see from the screenshot from the most recent alert in notification history that they are marked as silent with the area unable to be interacted with. Anyone know how to change this?

Flip off and on allow notifications and see if that frees up alert.

@SouthernStarr Can you describe how you got the screen shot above?

I've been in phone settings -> apps and phone settings -> notifications -> apps and haven't found Emergency alerts nor Wireless emergency alerts anywhere. 

Have you visited phone settings -> Safety and emergency -> Wireless Emergency alerts and make sure that it is configured correctly?

I think that is intended for you to send an alert that You have an emergency and only allows silent responses so as not to alert an intruder to your physical location.

That would be incorrect, this is for receiving weather alerts and this screenshot is for the tornado warning issued this morning (screenshot was taken from the notification history). The alert was issued but there was no sound.

Hmm. Your shots look entirely different than mine. Are you using One UI 7? I am not. Could be the difference.

Yes, I'm using the new One UI 7.

Settings>notifications >app notifications >tap 3 dots top rh corner>tap show system apps > scroll down to emergency alerts and tap on it. enable allow sound and vibration.
