Samsung messages have rcs also, the only carriers I know that don't have it is at&t and Verizon

Yes, because you can use any messaging app you want.  It just depends on the features you want. The manufacturer provides you with a messaging app for convenience.  You are not married to it. You can even have multiple messaging apps on  your device at the same time so you can try them out, however, only one can be the default and used at any one time.  It matters not whether your phone is locked or unlocked. You still have choices (unless your carrier specifically locked you out of the choices, but none that I know of do).  Just like any other app from the Play store, you download the app.
