Yes.  It is because the maximum number of participants has been reached, just like it says.  You can try again later as positions do open from time to time as people leave the beta, and Samsung will also likely "widen the net" and increase the number of participants that are allowed in, after some time.

Oh, well, I was going to sit this one out this year.
End up losing all the Goodlock modules during the beta period.
Wake me up when it's over and the stable version is here. 😉
Also, previous beta's I don't really see Samsung listening to user suggestions, just bug reports.

What is your CSC code? Some MVNOs may not work correctly in the beta.

I have no idea. My carrier is Optimum Mobile, which leverages T-Mobile's (US) towers. My phone is factory unlocked straight from Samsung.
