Just finished arguing with AT&T, solution, you have to put a non at&t sim card and start your phone over. Then beta will generate upload.
And return back to AT&T sim. I know this is dumb, and this is not the way the process should work, but it did.

I dropped a MINT mobile sim card in my phone and side loaded 1UI 7 returned to AT&T Esim card. Works fine.

So when I side load it( I was going to adb) do I need to have another Sim card other than AT&T?

Unlocked phone it's a go. I had to put the other sim card in my phone to unlock it. That was all it needed.
