It's not released for S23 yet. Only available for S24 series as of now.

Most likely because they don't have a FACTORY unlocked, or T-Mobile locked device.  If your carrier unlocked your device after meeting requirements like paying it off, then this is classified as a CARRIER unlocked device, and is ineligible.
