Galaxy S24I restarted the phone and it goes back to normal. I encountered this issue every time I turn on a mode (from modes and routine) that restricts me from opening certain apps. Those chosen apps will not appear in recent apps after disabling the mode, I think the phone still thinks the apps are restricted so it doesn't show on the recent apps even though you can open the app.

Galaxy S24Do make sure that apps that are getting closed were not added to deep sleeping apps accidentally. In my case, that was the case.
On a side note, apps added to deep sleep show a "Enable" option in their app info page, so check that as well.

Galaxy S24I wiped cache too which didn't seem to have any effect but just wanted to mention it in case you need to do both of these to get it fixed.
I contacted customer support via text and they walked me through how to do both of these.
