I tried to cut off activity section in the weather app and it says there has to be one, why? None of the listed activities relate to me and I don't care to know what the weather is like for them. There should be an option to cut this completely off.
Go into the settings for the activities and turn off all but gardening. You can just scroll right past the avtivity tile when looking at your weather forcast, or you can just put a weather widget on your home screen.

Why canโt I remove the Activities section in the Weather app?
Unfortunately, most default Weather apps (especially those pre-installed by manufacturers) include an "Activities" section by design.
