Because a crop can never be as good as a lens because a lens would allow the use of all the pixels in the sensor.

This crop zoom discards pixels to achieve the zoom.

Samsung should have put a period after sensor and dropped the rest.

And someone could argue "Oh, but pixel binning, blah blah" etcetera, but on an all other things being equal basis, the statement isn't true

OK. But I think there is something at work here.

I can take better picture by the main camera zoomed in, than the 3x zoom lens.
What I do is that, I'll use the main lens to take a picture with lit zoom (1.5 or 2) then I'll open the photo in gallery, zoom in a bit more and run remaster. This way I get better result than 3x zoom

What's at work is different sensors and software.

Samsung is conflating lens/sensor/software to make its claim about the 2x.

I think it's intentionally vague, which is just as bad. It could be "as good as an optical lens" if it's compared to a terrible optical lens from some inferior device. But your correct, this statement is false unless qualifying stipulations are added to the statement
