Disabling gallery stories doesn't work

I've been deleting stories since I purchased my S23fe. I've disabled stories in app and in settings. This doesn't stop gallery from making stories. I don't want stories and if I've turned it off I expect it to not auto-create stories. 

How do I stop gallery from creating stories, and before you send me the usual about turning it off in app settings, it is already.

Make sure customization service is turned off. Settings, general management, customization service. Toggle off for gallery.

Gallery wasn't present on mine, but i did have an issue with stories being created using data from my secure folder.

That's not good. Doesn't sound very secure.
