As the others have said, this can only be done through your carrier, however, your old number may no longer be available. If you switched carriers, you should have ported your number at the time of the switch. If you changed your number for another reason (for instance, free phone for new line), your number was released and it may not be available. Numbers don't usually get reassigned immediately, as it would cause chaos with the new holder getting the old holder's calls, so you might be in the "resting period" and able to get it back.
