Galaxy S23One way is to keep your phone on mute, configure a mode or routine to trigger when your selected callers call to turn the ringer volume up high so those calls will ring through. All other calls will "ring" silently and eventually go to voicemail.
You can also configure do not disturb to only allow calls and notifications from contacts and apps you allow and keep it on at all times. All calls not made as an exception will go straight to voicemail. You will receive notifications of missed calls and they will appear in your call list.
You can get a free Google Voice number by downloading the app and forward all your calls to the Google Voice number and turn on spam blocking. Your contacts will get through, but spam will not. Again, it will go to Google Voice's voicemail app and appear in the call list, but will not disturb you. With this method, all calls not identified as spam may still ring through, but if you don't recognize the number you can just reject the call.
You can configure the phone dialer's spam blocker, by tapping the settings menu and turning on the spam blocker. Some calls may still come through, but they can be reported and blocked.

Galaxy S23@userkDQm4xFEaO Do not disturb is going to be the easiest way to do this. I have my phone configured to enable DND every night and only allow my immediate family to ring my phone. It works great.

Galaxy S23Go through your contacts and star the ones you want to be able to reach you. (Tap the star in the lower left corner of a contact's info screen to favorite the contact.)
Open your Do Not Disturb settings. The easiest way to do this is to long press on the Do Not Disturb icon in the Quick Panel.
You can also get there from Settings > Notifications > Do Not Disturb.
Near the bottom, open Calls and messages. About halfway down the next screen, tap Calls and set it to "Favorite contacts only". This will allow only those contacts that are starred to ring the phone. There is a similar option at the bottom of the page for Messages. I know this works with Samsung Messages. I assume it will also work with Google Messages.
There is an option at the top of this screen to pick specific contacts and then either allow only the listed contacts or block only the listed contacts. I have never been able to get this feature to work as the phone keeps "forgetting" the list of contacts. I've seen several other users also posting about this issue.
