When cameras do not work at all, it almost always is a third-party app that has full control over your camera. For example, an app on your smartwatch that allows you to take photos remotely. Check permissions on your apps, disable photo privileges, and hopefully, it will fix it. If not, do a manufacturer reset of just your settings.
