Galaxy S22Good Morning,
This recent update to the OS is not it. The talk to text feature does not work correctly. It shuts off while you're still speaking, it doesn't add punctuation and the spelling is even worst than the last version. I have no idea what else is wrong but this issue needs to be corrected.

Galaxy S22Hello, welcome to the Community, and thanks for reaching out. I can certainly understand the inconvenience of Talk to Text shutting off mid-dictation, as well as lack of proper punctuation and spelling.
First, have you tried seeing if third-party application is responsible? Sometimes, after updates, third-party apps are not fully compatible with the current OS version. This can interfere with certain functions and features. You can verify this with Safe Mode. If in Safe Mode this behavior is not present, you simply would need to find the offending application(s) and uninstall them. The next thing to try is a system settings or factory reset. Make sure to back up everything you can prior (guide here: https://www.samsung.com/us/support/answer/ANS00060517/) then proceed with the steps in this guide: https://www.samsung.com/us/support/answer/ANS00062029/
If the troubleshooting is not helping, then submit an error report via Samsung Members app: https://www.samsung.com/ae/support/mobile-devices/raising-an-error-report-via-samsung-members-app/
