Her number may have been spoofed and put on a spam block list by either her or your carrier.  If it is only happening with you, it is likely your carrier.  This would be the reason she can call and text you after you contact her, as it temporarily releases the restriction.  You will have to contact your carrier to have the number unblocked.

The restricted on your number would mean the caller id is being blocked by your phone in settings can be turned off

YOU Need To Go To Your Phone Settings And See If You May Have Inadvertently Blocked Or Restricted Your Contacts Or Put Your Phone On Private Mode Or Something. Take It To The Store They're Supposed To Help You Out For Things Like This Or Ask Someone Who's Familiar With Phone Issues 🙏

Check caller ID settings, go to the phone app> 3 dotted line (right top corner)> settings>supplementary services>show your caller id> set to: network default.
