Native Samsung Apps cannot connect to Samsung cloud.

My Samsung apps are not working. Specifically Galaxy store, Samsung Pass, and now even the Members app is acting up. I have uninstalled and reinstalled. Rebooted. I've cleared the cache and then all data. Wifi or mobile connection doesn't make a difference. This has been going on for two months now. Searching for a solution lots of people have the same issues going back to the beginning of the year. 

Because the members app is not responding, I can't send logs.

I would try a factory reset at this point. Make sure to back up your device.

That's all that's left outside the manufacturer discovering what's killing people's access. But it's problematic. I'd be killing several other apps that are working fine. I'm an IT worker, so a factory wipe would require me to re-install VPN, corporate access and apps, and several other apps. It'd be quicker just to stop using the Galaxy apps, which is probably the solution I'll have to go with. The usefulness of the apps isn't worth the time it would take in reconfiguring every other app on my phone to get them to work.

Did you try to turn off your VPN while accessing Samsung Cloud services?

I'm with @Robin621k here.  If your VPN is a corporate VPN on a company device, it's quite possible they have blocked access to the cloud services and the Galaxy store.  Perhaps you can disable the VPN when you need to access those services or adjust the VPN settings to tunnel through.  You may have to ask the sysadmin to allow exceptions for those sites/services.

SOLVED: Digital Certificates from root certificate authorities 

Impossible to be the VPN when the VPN is not running, and I'm the VPN administrator. 

This turned out to be certificate issues in the root certificate store. Once the certificate issues were resolved using certificate manager, the apps came right up.

This would have been easier if the apps had given a certificate error instead of saying the app was temporarily unavailable.
