Can anyone explain the difference between these settings. And in the 2nd pic, i don't see a difference in if I pick bottom center or top.

They are in the Good Lock App where you can set a moving Home Screen.

The layers on the bottom pic controls where the point of rotation is, so if you have it set to bottom you wont see the background layer move as much and the top layer will move a lot. I'm not sure why you have fewer options in the top Pic tho.

The first Pic is when you first choose a photo to use, that is setting the movement for the image. Then the next thing is the 2nd step, setting the motion for the photo but I don't understand...it's one picture, not layered. I cannot see any difference no matter which setting I use.

That app lets you build a scene in layers to achieve a 3D motion effect.  For example, I used a winter photo of my house and overlaid falling snow. I anchored my photo in the middle with the snow layer in front, so when I tilt my phone it looks like changing perspective for the illusion. X and Y refer to the horizontal and vertical axes, in case you want to set it so the motion effect is stronger on one plane. You won't get any of the effect using a photo with no additional layers added.

Mine looked OK to me, but I went back to commercial live wallpaper. It's fun to play with, though.
