persistent pop-up: "TEST of AT&T Wireless Emergency Alerting System..."

Am I the only one receiving these pop-up messages many times per day that pretend to be "...a TEST of AT&T Wireless Emergency Alerting System. Please ignore the message. AT&T is going to be testing the 360 char Alert Text with WEA Alerts. If you receive this Alert please disregard it..."   The message is basically the same every time and it's become very annoying.

I think it's a virus and I've done everything I can think of to stop it. Any suggestions?

Others have reported it also perhaps they are testing or working on there system

I am receiving them as well and they were very frequent, I called AT&T spoke with a representative and he told me it could be a game or app I has recently downloaded and accepted the terms to get it for free...since he looked on the system alerts and could not see any tests that AT&T was doing. He suggested that I go over my downloads I had done recently when the alerts started and uninstall them... He said allot of the terms of those free apps and games have hidden permissions that allow this kind of stuff to happen... Since I did that over a week ago I have only received 1 alert. I'm still looking into it to see if they are real

Go to message settings,  advanced, wireless emergency alerts then the 3 dots to settings then turn off state and local tests.
