Im having the same problem and the above solution does not work - have the white screen with the navigation bar and with full screen gesturtes.  I booted into safe mode and the white bar is still there.  When I have the screen fully dimmed , the white bar flashes a blinding flash every 5 to 20 seconds.

Are you using any third-party launchers on your device?

Have you tried wiping the cache partition on your device?

-Give these steps a try to wipe the cache partition on your device:

  1. Turn off the device.
  2. Press and hold the Volume Up key and the Bixby key, then press and hold the Power key.
  3. When the Android logo displays, release all three keys.
  4. An 'Installing system update' message will show for 30 - 60 seconds before the Android system recovery menu options appear.
  5. Press the Volume down key several times to highlight wipe cache partition.
  6. Press Power key to select.
  7. Press the Volume down key to highlight yes, them and press the Power key to select.
  8. When the wipe cache partition is complete, Reboot system now is highlighted.
  9. Press the Power key to restart the device.

Are you using a theme on your device?

-If yes, I would recommend trying a default theme.

Try taking a screenshot of your phone's screen (hold the Power button and the Volume Down button at the same time for a few seconds). Then, look at the screenshot, and see if the white line appears in the screenshot. If you can't see the line in the screenshot, that would suggest that there is a physical issue with the screen and it would need repair.

This suggestion didn't eliminate the white bar. It covers up text on my apps & is really interfering with my productivity. Thougjts?
