I have had ENOUGH OF SAMSUNG SUPPORT! SOME OF MY APPS ARE BLOCKED FROM GETTING NOTIFICATIONS AND THE TOGGLE OFF IS GREYED OUT! Most of the apps are ones needed to receive SECURITY NOTIFICATIONS! NOT ONLY THAT! My phone is a PERSONAL DEVICE NEVER BELONGED TO ANYONE BUT ME! So PLEASE TELL ME WHY I NEED ADMIN PERMISSION TO CHANGE SETTINGS ON SOME APPS?

I TRIED MORE TIMES IMAGINABLE TO GET HELP FROM SAMSUNG SUPPORT VIA THE REMOTE SUPPORT APP WHICH I REALIZED I SHOULDN'T HAVE TRUSTED THEM ACCESSING MY PHONE! THEY DON'T KNOW ANYTHING!!

I WANT SAMSUNG TO KNOW THIS I'VE FILED A FORMAL COMPLAINT AGAINST THEM WITH THE FEDERAL TRADE COMMISSION AND CONSUMER AFFAIRS! THEY WILL INVESTIGATE BUT SAMSUNG THINKS THEY CAN'T BE!!

You have to stop shouting.  Some apps disable the notifications because they do not actually send notifications. This has nothing to do with Samsung.  Some notifications have a mandatory notification category that cannot be turned off, and if you don't have categories enabled in your settings, you cannot turn off *any* of the notifications for that app.

Go to settings/notifications/advanced settings/manage notification categories for each app and turn it on.  When you return to your app notifications, you will see "categories".  Tapping on that will show you categories that you can disable/enable from getting notifications.  If an app has a mandatory notification category, you will not be able to turn that category off, nor will you be able to turn the blanket notification off. You will, however, be able to disable all other categories for which you don't want notifications. If the notification control is greyed out in the first place, you will see a notice that says "this app has not sent any notifications" or "all notifications from this app are blocked", and you will not be able to toggle notifications on. Again, this was a decision made by the app developers, NOT Samsung.

What kind of security notifications are being blocked? If you have an administrator controlling your device, you may have either accidentally purchased an enterprise version, had some work apps on your device from a former employer, you got hacked, or someone put parental controls on your device.  Please investigate your own device before blaming Samsung, or any other entity for your mishap.

Yes, notifications from that app and its associated apps are blocked.  It does not send notifications.  If you are scanning for devices, you will just see any devices that are available for sharing. You would have to allow someone to share with you to see  your device in the Quick Share settings.  You may not get a notification as a normal notification, you may get a "toast" - the window that appears on screen, such as the one when you are trying to log into your Samsung account.  The "nearby device scanning" is meant for *you* to scan for other devices, so requires no notifications.

Why simply on  application Notification could make it on manually instead off all these steps

What are you trying to say?  If an app sends no notifications, the switch is usually off and not changeable.  The ones that are sent to on and not changeable, have the potential to send notifications, and may be mandatory or important notifications, if sent.  Once a notification has been sent, categories may appear, whereby one can elect to turn off certain notification categories except for the required one.

I downloaded an app which its main purpose is to send notifications and my phone has all notifications from this app blocked and notifications cannot be turned on. App is called wear notification helper. Notifications being blocked is not a decision by app developer as when you download the app to set up the first thing it tells you to do is to make sure to allow notifications.

Support has been useless when it comes to the bugs and complaints. I'm probably getting rid of my Samsung soon and going with another brand entirely.
