Blue frame and swiping doesn't work

My screen no longer responds to swiping with my finger, and a blue frame appears around each icon on the home screen when I try to open that app. The screenshot is just an example, of the blue frame (not of the home screen). The phone is a S10 Lite. The language is Portugese.

Is your S10 lite a U.S. model?  Try wiping the phone's cache partition.  If you have never done it before, you may have a lot of junk files interfering.

1. Power off your phone. Hold Power and vol up buttons until Samsung Logo appears

2. Let go of both buttons when you see the Samsung Logo appear on screen. There will be a delay while it enters recovery mode.

3. Use the volume buttons to navigate through recovery menu options and highlight “Wipe Cache Partition.” Press power button to select this option . Confirm by navigating to the yes response and tapping the power button to select.

5. When wiping cache partition is complete, "reboot system now" should be highlighted; press power key to select it . The phone will reboot as normal.

Have you run a diagnostic on your screen?  Diagnostics can be found in the device care settings of your phone.

Thanks for the quick reaction. I´m Dutch but living in Portugal so I suppose it´s European model because  I bought it in Portugal. I will try your suggestion tomorrow. The phone is still mine but it is used by someone else (a Portuguese) and I don´t have the phone here at hand. The phone is mainly used for sending/receiving e-mails and Whatsapp

If that does not work, you can probably find more help in the forum for your region, as the hardware and software differ between regions.  The focus of this forum is on U.S. products and apps.  My guess would be, though, if that does not work that whoever is using the phone turned on some setting and forgot what they did.

Okay. But first, I'll try out your possible solution. And of course, I'll let you know if it worked. In the meantime, I found the Dutch version of the Samsung Community and have already posted my question there as well. Of course i also will let you know if that Dutch guys had a solution.

I didn´t do anything with that phone because, although it´s one of my phones , it´s used by someone else. I think what happened is what realaud already said:  " My guess would be, though, if that does not work that whoever is using the phone turned on some setting and forgot what they did."  I hope to find out what happenend tomorrow.

The behavior you describe sounds like it's probably the TalkBack accessibility feature. If so, you should be able to toggle it off by going to Settings > Accessibility > TalkBack.

There are many tutorial videos showing how to turn TalkBack on and off and how to use it, but most of them appear to be for Google's version which has some different features.

This video is 3 years old, but describes how to navigate in TalkBack at about 45 seconds into the video.
