Hi there! The same issue was happening to me when I got my Galaxy. S23, for some reason, whenever you get a new phone. Samsung, we'll put it on the software that it had whenever the phone first came out. So you will need to update it around 5 to 10 times before it will be updated to the fulls version. It's not an issue, just the software. It's so old that you need to update it a lot to get to the new one.
