Scan feature turned off, can't turn back on?

When I try to scan documents in my camera it says scan turned off. I didn't turn it off and can't find how to turn it back on.

Open Camera with Photo mode

Tap Gear icon

Tap the LEFT side of Scene Optimizer option (be sure it's on) ... see screenshot for tap location)

Enable Scan documents
