How do I set up Bixby Routines to turn on Mobile Hotspot and turn off Wifi?

You have to have a reference.
Location, time, wifi signal strength, wifi network connection.

Example
If
Wifi signal is one bar or less
Then
Turn on mobile hotspot

@user8j5Tk8Dkli Just open Bixby and create a Quick command. 

1. Enter or say what you want to launch the command.
2. Click Add a command -> Select a command -> Settings -> "Turn on Mobile Hotspot"
3. Click Save

Since Mobile hotspot uses your phones cellular connection to create a Wifi network, the "turn off Wifi" isn't really applicable.
