This message will continue to pop up after anytime the phone has been restarted. This is a system setting that sets your volume to a safe listening level and allows you to control the volume levels of your media to warn that listening at high volumes can damage hearing.

Galaxy Note PhonesI don't think you can't since my s8+ does it. Just press ok and it should allow you to increase the volume into the orange.

Galaxy Note PhonesI think the Sound Assistant app will still let you set the level that warning turns on at, so you can at least avoid it until you Max it.
