Can't access Apps tray in Note 10+

I do all the regular updates.  But I seem to have lost the apps tray.  Swipping down brings the alerts.  but swiping up does nothing.  This is really annoying because I can't add icons to the homescreen.

I have tried changing the gestures and clearing the cache.  Nothing seems to bring the app tray back.  

Need some ideas what else to try next.

Press and hold on an empty spot on the home screen, tap the settings icon that appears and make sure it is set to "home and app screens" and not "home screen only"

That works.  but the only issue with that is then my home screen is all gone.  I have to reset all my folders and organization again.
