Hey KalynnS! Thanks for joining us here in the Community! Let's try a couple of things to get your notifications showing up as they are supposed to.
1.) Ensure that notifications are turned on for whichever app you are trying to see.
Navigate to and open Settings, then tap Apps, and then select the app that is experiencing the issue. Tap Notifications, and then turn on notifications by tapping the switch next to Allow notifications. If you'd like the app to alert you with sound and vibration, tap Allow sound and vibration. Some apps allow you to choose what types of notifications you will receive. After tapping Notifications, make sure the notifications are enabled for your desired categories. Many apps also allow control over notifications when you tap on a category. You can make certain categories silent, choose what sound they make, or even allow them to still make a sound when Do not disturb is enabled.
2.)Disable Do not disturb and Power Saving
Open the Quick settings panel.Swipe down from the top right of the screen to open the Quick settings panel.2Turn off Power saving. If it's illuminated, tap the Power saving icon to turn off Power saving mode. This could prevent notifications from displaying.3Turn off Do not disturb. If it's illuminated, tap the Do not disturb icon to disable this feature. This could also be blocking notifications.
3.) Disable an app's power saving settings
Navigate to Battery settings. Navigate to and open Settings. Swipe to and tap Device care, and then tap Battery. On some devices, you may need to tap Battery and device care, and then tap Battery. Remove apps from Sleeping apps.Tap Background usage limits, and then tap Sleeping apps. Touch and hold the desired app, and then tap Remove. If the app doesn't appear in this list, tap Back, and then tap Deep sleeping apps. Touch and hold the desired app, and then tap Remove.
Note: If you have added any apps to sleeping apps, it means they have entered a powering save mode. If they are "sleeping," some of their functions may be unavailable when the app is closed. For example, they may not send notifications.
4.) Clear your phones cache

5.)Ensure your device isoftware is up to date.

6.) Try Safe Mode
http://www.samsung.com/us/support/troubleshoot/TSG10000736/
If the issue goes away on safe mode, then there is an app causing this. if the issue returns after exiting safe mode then youโll need to identify the bad app
If none of this works please submit an error report after replicating the issue
