My wifi and blue tooth keep turning off and back on. No rhyme or reason. They do this several times.
Once that happens with WiFi it will not show any available signals. I know these signals work as I'm on my computer in WiFi at the time.

Have you rebooted (restart) your phone? If you are still having the issue, I'd recommend clearing the "cache partition."
Clearing the "cache partition" is safe and won't remove your settings or app files. Clearing the "cache partition" can help resolve issues caused by old or corrupted system cache data.
Follow the steps below,
Clear the cache partition
- shut the phone off (shut down)
- Press and hold the Volume Up key, then press and hold the side key.
- When the Android system recovery menu options show release buttons.
- Press the volume down key several times to highlight wipe cache partition.
- Press the side key to select.
- Press the volume down key to highlight yes, then press the side key to select.
- When the wipe cache partition is complete, Reboot system is now highlighted.
- Press the side key to restart the device.
If you are still experiencing the issue, after you have completed the above steps, you can enter "safe mode." This will determine if a third-party app is responsible.
