Anyone know how to stop a hacker? I have had several phones and every phone I get, gets compromised.

It's not your phones that are compromised. It's your accounts that you keep transferring from phone to phone. You need to lock them down. Some good tips here:

Get a m5stick for your phone. Did they use cve? Or did you download or use or scanner?
