I would log both devices out of your Google account if the number is not yours, then change your Google account password. If the number is yours (btw, you should not post it publicly), and you are showing duplicate devices, just choose either one. You might be showing a duplicate because you previously had the same model phone that was replaced. In either case, I wouldn't be too concerned. I believe your current phone would be on top (I could be wrong).
The sliders are off because you do not have the phone set for auto number verification. As a security measure, the verification can only be done from the phone in question. It would not hurt to change your Google password anyway.
"On your device, phone number verification is turned on by default. We verify the phone number and add them to all Google Accounts that are signed in on the device. This applies to both current and future accounts and phone numbers. For example, if you add a new Google Account, it links to all numbers on the device. Likewise, a new phone number is added to all accounts. You can only manage phone number verification in device settings. When phone number verification is on, you allow Google and your carrier to periodically verify your phone numbers. You can turn it off anytime.
Open your device’s Settings app. Select Google and then All services. Under “Privacy & security,” select Phone number verification. Select whether to verify your phone number."
The device you use for verification will have the slider turned on.
