Is a phone number required to mobile data on my Galaxy A54?

On my samsung A54 5g cell phone, I can't get mobile data to activate, do I need a mobile data account. This phone doesn't have a phone number assigned

If you don't have a phone plan, you will not get mobile data.  Mobile data is attached to a phone carrier's mobile plan.  If you are only using your device as an internet device (mini tablet), you don't need mobile data anyway, you have wi-fi.  But, why buy a phone and not activate a phone plan?
