I cannot access downloads folder

My A03s shows I must give "myfiles" permission to access camera and sound. Tells me to go to settings, but those permissions don't appear. 

 Maybe related to an update which required I access wifi - but I have NO wifi access, period!!

I tried to chatbot Samsung, wouldn't send, then next time I went into settings, the two permissions were pushed forward. By Samsung?
