With the One UI 8 update for Good Lock Notistar, they removed "Set app unable to clear notifications" under Labs in settings.

I was able to find a workaround by enabling NotiStar's Test mode

Open Good Lock
Open NotiStar
Click three dots
Click Information

Tap on Kwangho Kim multiple times until the carrots are full and a toast "Test mode" appears. 

You can now enable "Set app unable to clear notifications" under Labs in settings.
