Forgot passcode and can’t do a factory reset. Even took it to a computer repair shop they couldn’t do it either

Yup, that's the most important security measure so when you "find" a phone, you can't simply do a factory reset so you can use it as your own. I know it sucks, but it's for the protection of the phone's owner, which you may or may not be because it is not stated in your original post. So, if you are the original owner, it's unfortunate you don't know the passcode and can't get into your own phone.

It really is my tablet. Bought it 2 weeks ago on Amazon.  I have proof of ownership and it’s registered with Samsung so  guess I’m just sol!

Login to Google account, pick your device, click erase device ,confirm and verify your account.

If you know how to flash roms with Odin on a PC(windows) and can download the correct stock ROM for your device you should be able to do it.
