I turned on sync within the app on the phone but no where can I find them from my laptop in the cloud. Any ideas? Where does sync take them?

You probably need to download the Samsung Notes app from the Windows store and then login with the same Samsung account

Samsung Cloud now uses Microsoft OneDrive. I'm not 100% certain, but I believe at some point Samsung decided not to do the whole Cloud thing and made a partnership with Microsoft to use their cloud servers. Keep in mind Cloud servers are exceedingly expensive to maintain unless you have a paid Subscription Service which Samsung never did do.

So, you're saying we no longer have Samsung Cloud for backup, unless we pay for MS Cloud? I was looking for my Samsung backup after I stopped MS365.

You can stick with the free 5 GB that Ms Cloud gives you but for most people that's not even close to being sufficient
