Why are there apps that are not showing up in Samsung Pass even though they have saved passwords and they let me use Samsung pass to unlock the app.

The specific app I noticed it with was Langley Banking app.

Thanks for confirming, it's likely caused by the security/privacy policies instituted by your bank or the website's developer. While they've agreed that the Samsung Pass feature can store your password information, they've elected to only allow the feature to give you the stored info, not view it in an itemized list like you can with other websites/browsers.
