If you do some Googling, there is a way to "uninstall" system apps using ADB (Android Debug Bridge). It involves enabling developer options on your phone, connecting it to a computer, and issuing some ADB commands. If you are comfortable doing this, there are a lot of YouTube videos that will show you how. If not, then unfortunately you are stuck with this app.

ADB is restricted in Android 13, i.e. listing packages, removing permissions from User 0 . . . .. so all of the online "how to" guides fail at some point. 

No issue going back to Android 12, if that's an option

Thanks I was unaware of that, I'm still on Android 12 lol.
Are you in the US? If not, rooting your phone could be an option.

You can only disable it. And force stop it. You can't Uninstall it
