Can't set Paypal as default transit payment method

Why can't I  set paypal as my default transit payment method? I can only setup the debit and credit cards setup in samsung pay.

This is not a Sammy thing. It's whatever your transit authority is that won't take PayPal.  If you need more assistance, you can call Samsung Pay, they may be able to provide some more details: 1 844-SAM-PAYS (726-7297)
