Bake timer doesn't wait for preheat

Bought a new Samsung range model NE63T8911SS/AA. Overall it's great. However, when you set the bake time and press start, the timer starts counting down immediately. It shouldn't start counting down until the preheat is done.

It's what happens when I actually use the oven.

What does the manual say ? If the manual does not say preheating is included with bake time then one preheat the oven and when the temperature gets to preheat then select timed bake.

I don't care what the manual says. I care how it actually works and am providing feedback so they can improve how it works.
