Can I set up a Roku Streaming Stick Plus remote to control the volume on a Samsung HW-C450 soundbar connected to a Samsung tv via optical cable. I can't get a definitive answer from Roku.
Can you connect the Soundbar with an HDMI cable from the Soundbar HDMI port to your TV HDMI Arc port? This way you get rid of the optical cable which seems to be in conflict with something.
Do you have an HDMI ARC input or just one or two HDMI inputs? In order for your remote to control both the TV and the volume on the Soundbar it has to be plugged into the HDMI ARC input.
One HDMI ARC, one regular HDMI. I've switched the soundbar and Roku between the two but neither way works. When I press the volume control "Optical" appears on the screen.

My pleasure! I had the exact same issue and it took me a week to figure it out. Never even considered the optical cable was the problem until I finally said I'm taking everything apart and adding one piece at a time and see if it works or not. So of course the first thing I put in was the HDMI from the soundbar to the HDMI ARC on the TV and voila LOL.
