They have closed my previous post but I now know how to fix this problem. It helps to have your watch backed up because you will need to do a hard reset and wipe all the data. However, if you have completely lost control of your watch like I did it does not really matter. This YouTube video shows you how to get into your watch and you want to use the option "Wipe data/Factory reset". The soft reset from the Samsung Wearable app will not fix it.

Of course, once you have done this you have to go through the whole watch setup process with the wearable app.

I also had the problem where my watch would not charge on the Samsung charger. It was completely dead. I stumbled across this fix by accident.  Using a non-Samsung pad charger the watch started to charge with a screen that I had never seen before (it is the new charging screen). However, once it got to 5% it stopped with the message "charging paused" apparently the watch does this if it does not like the charger.  Then put the watch on the Samsung charger and it charged to 100%. Interestingly, if the watch is discharged a little and put back on the Samsung charger mine went back into the reset loop. Putting it on the non-Samsung charger again kicked it back to the new charging screen and then the Samsung charger can be used. After the hard reset is done this problem goes away and the watch is back to normal
