Galaxy Watch*After some feedback I edited this post for clarity.
I had the same issue and was able to fix it by Resetting the "Pay" app as follows (there may be other ways to do this)":
On my Phone, I opened the Wear app for my Watch.
- Opened "Watch Settings"
- Selected "PAY" (my watch does not have Wallet)
- In Samsung PAY I opened the upper right three dots menu
- Picked "Settings"
- Picked "Reset App" and went from there
I found this information under "Uninstalling Watch Apps" on this page: https://www.samsung.com/us/support/answer/ANS00061436/
I sure hope this works for others. I had tried everything else - even factory reset the watch. Amex wasn't able to help either.

Forgive me but the Wallet app no longer even sits inside the wear app.
Also Samsung pay is called Wallet now.
I couldn't even find the settings you are referring to.

As you say, the different Watch generations may be a part of the issue in finding a fix. Mine is an (ancient, but working perfectly) Watch 4, and has Pay, not Wallet - although my S25+ has Wallet and they work together.
I know this is a "Watch 6" question, but I found this page while I was looking for a solution and therefore posted my findings here. Maybe someone else with an older watch will also find this thread.
In the meantime, I've uploaded these images in the hopes it is useful for someone out there.
Here is where I selected Pay in Watch Settings in the Wear app on my phone:
Then I selected Settings in the menu:
Then Reset App:

Galaxy WatchI am also having this problem. I had my AMEX on my watch for years and then Samsung pushed a mandatory update to my phone and suddenly it told me I couldn't use my AMEX for payment from my watch. Removing and re-adding it does not fix the situation.
