Are you talking about light mode vs dark mode? All depends on personal preference. Research is mixed on whether one is objectivity better.

I personally schedule mine sunrise to sunset. Light mode when the sun is up, dark mode when it's down.

Both are good, mostly comes down to environment imo.

I find light mode provides better visibility outdoors in direct sunlight and I find dark mode is more pleasant in low light situations.

No it doesn't effect any pictures or videos. The only thing that changes is the backgrounds of (most) apps.
