There is no UI 8.5 Beta yet.

When it's available, you can join through the beta banner on the Discover tab of the Members app.

When betas are available, you can enroll in the program by visiting the discover tab of the Members app and navigating to the beta program banner. As @Pianodude58 said, there is currently no beta program available so you will not be able to enroll.
