Never received anything like this when owning an iPhone for years and doing updates as well as Beta testing iOS. 

What holy hot mess is this ****?

 Did you switch carriers between the time you bought the phone and tried the update? If you have a computer, just download Smart Switch for computer, connect your phone and look for the update.  iPhones get their updates directly from Apple. Android phones get their updates from the carriers. Sometimes there's a glitch in the download process; that's where Smart Switch comes in. If an update is available, it will come directly from the Samsung servers.  If you bought your phone locked to one carrier and unlocked it and switched carriers, this can happen.  The old carrier will not give you the update, and the new carrier does not recognize you.  if you have a factory unlocked phone, your carrier still delivers the update, but there could have been a server error.  You can try again or do as suggested.

No. Same carrier and bought directly from Samsung and not carrier specific.

You have been on this site long enough to know that update glitches sometimes happen. If you do not have a computer to connect to, you will  have to try again until the update comes for you, or call customer service as it states.  What are you trying to update to? Don't you already have OneUI8?  What update are you looking for between July 18th and August 26th?

It's some security update. Not sure what exactly. I finally got it after jumping through several hoops using my computer and multiple restarts. Man, android devs really need to rethink some of this and make it easier on end users. I can't imagine most people want to go through all this to get an update. Also, what if I didn't have a computer? Some people have a phone and that's it. What are they going to do?

I know many people gave up their computers for the computer in their pocket. I guess that's why the message said to call customer service. They will either have to pry my computer out of my cold, dead hands or bury me with it.

Same regarding having a computer. But honestly, the bigger issue is making the average user jump through hoops to get a security update. Something developers need to see about changing.

You have been here long enough to know that Android updates come through the carriers, unlike Apple, where they come from Apple servers.  If there is an issue with the carrier's server in downloading the update (be it traffic, server error, or whatever), the update will fail to download or complete.  In these instances, not only is it not Samsung's fault, Samsung gives you a way to attempt to get the download directly from their servers.  If users do not have computers to do the direct download, they have the option to  try again or do as the notification says and contact customer service - or their carrier.

So buying direct from Samsung and a non carrier specific phone I still have to deal with carrier software updates?

That is correct. The carriers tweak the updates to make sure it is not problematic for their networks.
