Touch Interaction Vibration Not Working In Some Areas?

I have touch interaction on for system vibration. My keyboard when I select a letter vibrates. But when I open an app theres no vibration. Also when I'm ij settings app and touch any of settings no vibration. What is going on?

Thats how its made your device doesn't Vibrate when you click on apps or touch any settings option at least mines never.
