My phone shows that my phone contacts sync'd to Google contacts, but not all of my contacts sync'd. I forced a new sync and the problem persists. Has anyone seen this?
That will occur when some of the contacts are saved to either your phone or Samsung account those wonāt sync with Google you would need to edit the contacts to have them sync to Google and not your phone/samsung account

You need to merge all your contacts to a single location, then sync them with Google. Go to the contacts app, open the side menu, select manage contacts and then choose merge and choose your location.
