For example, in Instagram I've gone through every notification category and have enabled show as pop-up via phone settings. Some notifications still don't show as a pop-up.
I usually reinstall apps when they start having this issue. Then if that doesn't work I change battery usage to "optimized" or "unrestricted". If that doesn't help I triple-check my pop up notification settings. Hope this helps.
