Samsung should also have a feature to silence calls with caller ID and number, but not block them, unlike Apple phones, since I receive scam calls daily. In short, calls not on your contact list would go straight to voicemail. And Samsung should also improve its visual voicemail to transcribe it to text in addition to playing it.

If they are blocked, they are silenced.  They still appear in your call list as a rejected call.  They will go straight to voicemail and then you will receive a notification that you have a voicemail.  To me there is no difference.  I personally don't block unknown callers, as I get very few, only high-risk spam & scam calls. If you are going to send unknown callers straight to voicemail, as I said, blocking is the same as silencing.

Impugning people's abilities is not the way to get help.  If you feel that your request needed clarification, you could have clarified without the insult.
