Galaxy S25But, it's also on factory unlocked devices on any carrier. The limit to locked T-Mobile devices is a carrier thing. AT&T and Verizon simply don't allow their locked devices in the beta. Samsung has no say in that.
And then there's all the unlocked S25 series devices worldwide that can be on the beta.

Galaxy S25The latest flagship will always get it 1st, then the previous flagship, then everything else however they plan it. It's been that way since I had my note 20 years ago.
This isn't something new.

Galaxy S25Apple largely bypasses the carriers and does not allow them to modify firmware, while Samsung work with the carriers to distribute updates and allows carriers to modify the firmware on carrier locked devices.
Samsung betas are always limited to factory unlocked (not carrier unlocked) models with a model # ending in U1. T mobile is the exception to the rule, as they are the only US carrier that participates in the beta program.
If your device is ineligible, you will never get access to any beta program unfortunately. For future reference, it is always best to buy factory unlocked devices directly from Samsung.
