Instagram is a third party app written by Meta. You will need to contact Meta's developers to report the error.

why do people keep saying this? it's on their top charts of apps you would assume Samsung a competing phone with iPhone would feel compelled to fix an app on majority of peoples phones.

People continue to provide this information because it is true and correct.
Here's an analogy to explain the situation:
Imagine you are in a Food Court at a shopping mall. You purchase a meal from one of the restaurants in the Food Court, but they get your order wrong.
You, the customer, want to request for your order to be corrected.
Who has the ability to correct your meal: the restaurant or the owner of the shopping mall? Obviously, you will need to resolve the issue with the restaurant. Even though the restaurant is inside the shopping mall, the mall's owner is not responsible for the incorrect order, and could not fix the issue for you even if they wanted to.
Meta's apps are not developed by Samsung. Meta's apps are developed by Meta.
Samsung does not and cannot control the apps of third party developers, even if users install those apps on their Samsung phones.
